that in practice it might lead to friction and trouble, owing to the possible difficulty of ascertaining whether in fact goods were in their original packages, a matter in which the Chinese Customs would presumably require to satisfy them- selves. They would suggest, for the consideration of Lord Passfield, that this aspect of the matter should be brought to the notice of the Government of Hong Kong with a view to their con.idering whether a provision on the lines originally proposed would in the long run be more satisfactory.
